How Should I Prun This Rose in Spring?

This funky rose is my Eglentyen.

It has been getting pruned 2 feet off the ground in spring for the past 7 or 8 years. This year, due to my ignorace, 1. I hard pruned it in July, passed the recent growth of the season,

2. Burned the leaves by spraying for black spots which I did not have in the first place.

The rose stopped growing and due to chemical burn, lost all its leaves in July and August. In September, it started growing those long ( as long as 6') canes which buds are now forming on top of them.

My question is, should I prun it hard to 2 - 3 feet in Spring or put a support behind it and let it be a climber?

Any advice is greatly appreciated.
