OT: Butterfly Bush

OK I've asked this question on the Butterfly forum and I've read other sites where the "experts" give their 2 cents and none of them have satisfied me, so I figured I'd ask everyone here because WSing people seem real smart. This is the 2nd spring for my Butterfly Bushes and last year I cut them back in the fall to about 12 inches. Well if I remember right come spring both plants came up from the ground like new plants, so I chopped down all of the old branches. Well here we go again I'm being told to cut them back to 12 inches and just like last year they're both starting to come up from the grownd and there is no ground on any of last years branches. So should I just do like last year and get rid of those branches or am I just being too impatient? Why does everyone say to cut these back if you don't get any growth off of the old wood? Are my Butterfly Bushes just weird?
