Roses along fence, neighbor's yard?

My prime rose area is an area that borders my neighbor's yard. I like my neighbor, but he is a bit thrifty and doesn't water much. Our natural soil is pure sugar sand that holds water for about half a second. My soil is heavily amended and I am contantly adding more. The rest of the roses do better than the ones directly along the fence. Obviously the roots go under the fence. There is nothing that I can do about his dry sand. Is doing a good job of watering my side enough? Any suggestions? I don't have anywhere to move them. My lot is tiny and I have 54 roses. Thanks.
