Question on How to Prune Strangely Growing Tree

I just moved into a foreclosed home that's about 5 years old and I have a very strange tree in the yard. At first I thought it was some sort of bush but upon closer inspection, it looks like the trunk was chopped off at about 4ft tall for some reason and now the tree is sprouting from the base of the trunk.

Is it still possible to save this tree? If so, what's the best way to prune it?

Here is what the base of it looks like.. you can the old trunk just left of center with some of the bark peeling off

Here again, you can see the trunk..I guess they just decided to cut it down

This is what looks to be the same tree on the otherside of the house. Unfortunately due to the drought in Central Texas, it's lost almost all its leaves before I could water it when I moved in. Ironically the strangely growing tree is doing just fine
