Choking a tree with wire--on purpose

I met a guy the other day who claimed to have a horticulture degree. I mentioned that we were having trouble getting our young mangoes to fruit. He suggested putting wire around the trunk and twisting it. I looked at him in disbelief, "Are you nuts?" He insisted that they have done it on their farm and it promotes growth and fruiting, especially out of season. He said after a month or so, you release the wire and "stored energy" gets release up into the tree causing it to look really robust. Still skeptical, I said I would never risk such a procedure. How do I know how tight? How long to leave on? What time of year? He said that if I am worried, just do it to a limb.

He said the old Hawaiian tutus would beat on trees and scold them into producing. He said those whacks also promoted growth.

Does anybody really do this? Is it just for professioanals? Should I stay away from this guy?
