Recommendations for privacy screen close to the beach in Socal

We are looking for a tree or trees to plant right up next to a 7 foot tall wood fence to partially or fully screen out the neighbor's 2-story house and upstairs balcony. The tree will be planted in a narrow strip that abuts a concrete patio and will be only several feet from the house, which is on a slab. We are in Southern California across the street from the beach. Along with the salty air, there are several days a year with strong winds and many days with healthy breezes. The soil is sandy, though this particular strip in our backyard has some nice soil mixed in. We are looking for something in the 16-30 foot tall range and skinny. The trunk should get to a maximum of 12" in diameter. The area gets about 2 hours of sun at the base per day; a couple more above the fence line. Our lot, like all of the others in our neighborhood is 2,450 sf. Not a typo. The backyard is about 35' wide by 15' deep. Because of the size, we don't want something that is going to encroach much into our space, especially below about 8-9 feet. Our neighbor is fine with something that goes over into their yard but nothing egregious. We don't need an opaque block. Just something to soften and partially obscure their house which is right on top of us.

We are not fond of junipers or cypress type tree/bushes.

Not really a tree--the one shrub we're considering is the icee blue podocarpus.
