started shallot from seed, now what?

We live in a climate that is unsuitable for over-wintering fall-planted shallot, so I tried seed this spring. I've probably 100 plants up, 3" of green, in two X standard 2" six pack containers. I won't plant these out until mid to late April -

Should I try to transplant them into something larger, say a window box?

Just leave them there and snip off the greens?

first time shallot grower here, but plenty of experience with onions and garlic.
