The databases say that it can be wintersown, but I have usually sown mine in May for next year's flowers. However, I do have a packet of Rosetta from Fothergills and they say it will flower from seed the first year if planted early, so you may want to try both ways. Of course Fothergills is in the U.K. which is a little milder than you are.
I WSed my Verbacum Polar Summer as an experiment this year. Mullein grows wild here and I have always admired it, so we'll see how my designer models compare with the originals.
I saw a volunteer mullein at the top of my drive way last year, made sure it wouldn't be disturbed and it never got much bigger than a cabbage. Maybe even the wild mulleins need two years to grow a flower stalk.
