Weird leaves on Mr. Don Juan

Hi everyone, I have scoured the internet trying to find the cause of this problem, but haven't found a thing. I'm hoping some of you awesome gardners out there can help me out!

I'm new to roses, but I recently purchased two climbing Don Juans to grow up a post by my front door and by the garage. The rose by the garage has grown exponentially, but has yet to bloom. The rose by my front door has hardly any foliage at all, but actually has 17 blooming roses! I am very confused by this difference.

In addition to this, what little foliage this plant has is looking very strange. The older growth is deep green/purple and large, the new growth is extremely thin and long, with prickly edges. I think my poor Don Juan might not be doing so well.

Any ideas what could be wrong? Why is the other bush growing so well but with no blooms?

Ps. We live in the piedmont of NC, not sure of the zone. Both bushes get adaquate sunlight, although the bush that is blooming gets the least.
