Look at the polyantha class of roses. You might find something you like there. The Koster family comes to mind. You do sacrifice fragrance with most of the polyanthas, but many are small, healthy, and in bloom a good deal of the time.

Welcome, Darlene! Clotilde Soupert is a Poly-Tea. Mine are about 4x4 and bloom a lot and almost continually with brief breaks between flushes. She's basically white in our heat but has started getting a hint of pink with the lower temps. And she's quite healthy and leafy.

Souv de la Malmaison may be at the upper size range when she's mature, but she takes a while to get there and, I think, can be trimmed (haven't had to yet). Loves the heat!! Great bloomer with big beautiful flowers in the heat of summer & healthy here.

White Pet blooms in flushes that cover it with white pompoms. I really like it.

Borderer stays small and takes forever - two years! - to get not quite 2' tall.

Faith Whittlesey is a very small tea rose. I think it stays pretty small, too. Naturally, it's healthy.

Hermosa is a small china-bourbon. It blooms well but doesn't maintain much foliage. I stick other plants close around it to hide the skimpiness.

Etoile de Mai is a yellow poly. Mine is young. I kinda think it will stay in your range. Ditto for Rita Sammons, but she's light pink.

I had it but it died while still a band when I had a problem with some potting soil, so I don't know much about it. Knowing White Pet, I think it's a stronger plant with LOTS more blooms, very healthy and burgundy new growth. In the short time I had Ducher its leaves showed BS, and I've read others say they did, too. But I also know others love it. They are probably more reliable than my opinion.

It's a little past its prime here, but you can see how many flowers it had. Planted in 2/10, and the pot is about 30" tall. NO blackspot problems.

Sherry

"Belfield," one of the Bermuda Mystery Roses, thought possibly to be 'Slater's Crimson China', might be a good choice. It seldom goes over 3' tall for us, and somewhat narrower. Flowers are semidouble, deep crimson red.

I agree with Malcolm- a China rose would be the right size and they bloom all the time, and the red ones get your attention.

Gourmet Popcorn-white, blooms in flushes
Martha Gonzalez-red, blooms in flushes, totally healthy for me.
Ducher-white, blooms in flushes, totally healthy for me.
Bermuda's Spice, pink, blooms in flushes, totally healthy.
Mrs. R.M. Finch-pink, blooms in flushes, totally healthy.
Maitland White- so far has remained small, but is young.
Bermuda's Anna Olivier -yellow, stayed under five feet for me, but I think Sherry's may be bigger.
Duchesse de Brabant-pink, has stayed small for me, but may be my clone. I get the impression it's larger for others.

My Ducher is good sized in its fifth year, about 4'x5', way bigger than my dimunitive White Pet, who is about 2.5' x 2.5'. Very healthy and blooms all summer here in Tx.

I'm in Northern/Central California, and I have a Tea: Mlle. Jeanne Phillipe (or Philippe). It's a yellow/apricot rose - the tendency to one end of that spectrum depends on the season and/or the weather, I haven't decided yet about the cause. The flowers are from 2" - 3" across, fairly double. I have only had it for 2 years, and it's in a pot. It has (so far) a very lovely growth habit, graceful and airy (though with plenty of leaves). Right now it is about 3 ft. across and about 2 ft. tall. I got it from Vintage Gardens, and they say this: "Of rather compact growth so far (it was new with them), a clear apricot orange with occasional pink shadings. Flower form is spiraled and pointed, but only lightly double." They put it in the growth category of #1, which is pretty much how mine looks, also mine had those pink shadings in the Spring. It has a nice Tea fragrance and has been quite healthy for me here except for being a bit sensitive to the intense sun of the afternoon. I would caution you, though, that I don't know how much bigger it might be going to get, and I worry a bit about that. I really love it, though.
