Neglected Hedge Roses

Hi there-

I have a row of 5 White Simplicity roses. They are about 20 years old. They have been neglected, growing in between two driveways. Currently they are 6 feet tall, had terrible black spot this spring (we had record rainfall). Their legs are defoliated. The base of the roses are very thick, lots of dead stuff. Growing in clay. (could this get worse?)

Despite all this, they are blooming. I love these roses-they make wonderful bouquets. They bloom thru December.

How should I go about revitalizing these roses? When should I prune them? Any suggestions/advice will be very much appreciated. I really dont want to shovel prune.
