preparing for a safe winter

I am a transplant from California and am uncertain how to prepare perennials so they can safely survive winters in New England. Specifically, is it safe to cut back perennials after they have bloomed earlier in the spring and summer, and if so, how severely should they be cut back? Second, what sort of protection is needed so that they survive the winter?

Can someone recommend a book that would tell me what to do?

Anchusa, "Dropmore"

Delphinium

Digitalis grandiflora

Aconitum

Agastache, "Blue Fortune"

Amsonia

Penstemon, "Blue Lips"

Lobelia, "Rocky Mountain Blue"

Astilbe chinensis

Baptisia australis
