Question: Coneflowers (Echinacea) truly perennials??

I bought a bunch of coneflower plants (probably 8) of various varieties such as 'Sundown' and 'Harvest Moon' last summer, planted them in the ground (on drip system) and they did great all summer/early fall, they died back to the ground as I'd expect them to do (similar to what my black eyed susans and shasta daisy perennials do) in the fall but this spring/summer they never came back, none of them, even though I turned on the drip system again when the spring rains stopped. My black eyed susans and shasta daisy RELIABLY come back each year.

Are coneflowers truly perennials? I'm disappointed and confused as to them only lasting one season.
