Large root mass winter ground covers for north Georgia.

With a major need for more vegetable matter to be left in the soil and the tops tilled in during the spring, I am interested in deciding which of the possible ground covers or possible winter vegetable crops will survive and grow over winter and develop a very large root mass to penetrate the north Georgia clay while also leaving plenty of vegetatable matter under the ground to effective provide even more humus than just that which would grow above ground. Any of you northern growers have suggestions as to what best grows over winter such as brassicas. Probably too late for sugar beets and daikon radish to be started even here? Suggestions? The key is something that will grow over a southern winter and still produce a deep, large root mass. I have read that sopme use brassicas, but they can be a real pain to till in the tops.
