When to plant oriental poppy seeds in zone 5?

Late last Fall, I sowed plenty of oriental poppy seeds in a large side flower bed. Much to my disappointment, absolutely nothing came up this past Spring. I would like to try them again in a different area that is smaller and not so out in the open, but still gets plenty of sunlight. Should I try again in the Fall, Winter, or early Spring? If I wait til early Spring (mid March) I thought about starting them in the house in individual peat pots, and then putting the peat pots directly in the ground when they are about 3 inches tall. We tend to have cold, sometimes rainy Springs here in zone 5. Any suggestions are appreciated.
