Do roses survive Japanese Beetle defoliation?

Hello, I have about 30 some roses. Their ages range from 4 years to just this year. I was hit pretty hard by the Japanese Beetles this season. One rose, a huge Baltimore Belle was totally defoliated.

Can a rose survive this kind of attack year after year? I did spray with Neem but I was too late in doing so. I'm not even convinced the spraying did much of anything anyway. Even after spraying there were JB again. Not in huge numbers but there wasn't much foliage either so who knows what lowered the numbers.

I don't know....I'm just very frustrated!
