suggestions needed on black cane problems

I am new to gardening and rose growing. I have made a lot of mistakes and killed two roses last year. I am trying again this year. Hopefully I will have some good luck.

Right now I am fighting with the black end problems on rose canes. I cut off the black tips whenever I find out but they keep coming back and spreading on the same canes. I even lost couple canes completely. I clean the pruner between the cuts. I have no ideas what else I can do about it.

Right now I have couple situations and need everyone's suggestion. What should I do with them? Also, someone told me, it is either the soil is not good or the roses themselves are not healthy enough. What should I do to help my roses to fight with diseases?

First: it is turning black at one side.

Second: it is turning black at one side, too. There is a new growth at the red arrow now. Do not know what I should do to stop it turning black.
