Craftsman that worked yesterday does not work today

I have a Craftsman model number 917, 273631 (I think). A few weeks back it quit starting as easily but wasnt an issue because it still eventually started. But, today, the day I am trying to see the sucker it will not start. Knowing that bad batteries can cause a host of issues I just sprung to buy a new battery (the voltage meter on the mower had the battery sitting almost at 0 is why) and it didnt work. The new battery gives the same result which is the motor occasionally making a full rotation and stopping. I tried jumping the starter and it pushes the, insert part name here, up to engage the motor but the motor doesnt spin. I am unsure if it is the starter or something causing the motor to seize.

The mower started yesterday and jumping from a car has not helped get it started but it did seem to give it a little more oomph.

Any ideas? I dont want to start replacing random parts.
