Need tips: Adding compost to mulched area

Ok, last year when i started gardening I tried to go with compost as my mulch. Every day I would find grapefruit-sized holes in the soil from animals digging, and my compost would be mixed with the soil, and no longer providing any weed protection in those spots. It was also really expensive to get that much compost. So this year I swapped to a chipped wood mulch and also some bark mulch.

However, I am now discovering that it is a LOT of work to move the mulch aside to put down more compost, and then move the mulch back on top. Mostly because I have to try to work around the plants. It's taking me forever!

Is there some kind of shortcut technique to make this easier, or is it always going to be a lot of work? It's so much work that I am now seriously considering going back to compost as my mulch despite the cost and the incovenience of the animals digging.
