starting sedums from cuttings

I have started lots of these from cuttings. 2 questions:

1. Should the soil best be kept wet, dry, or in-between to encourage rooting?

2. Can I take some pieces in over the winter and start them? Could I put them in a jar of water or should they be in soil/starter mix?
