My first fall clean up

I'm new to organic gardening and am helping out in a community garden staffed by other newbies. We are heading into fall cleanup. Here is my thinking: First, we're in Chicago so the winters can be brutal. I thought that I would set up a heap of shredded garden waste and shredded leaves. Our leaves will be newly collected. The garden waste includes tomato plants and other viney plants. I assume that this will cold compost some this fall and in the spring I can try to heat it up with some activators. If it doesn't get hot enough to safely spread around the garden next year, I thought I could layer it into a batch compost pile.
Does this make sense? I've read that the leaves should sit out before using. Any other suggestions? Thanks!
