A freeze damage question

Over a week ago we had a serious freeze - 26 degrees in our back meadow gardens. As a result, those beautiful basal breaks and new shoots are shriveled - some all the way to the ground, some halfway down the new shoot/cane. Do you think I should just shear everything back, or try to hand trim each shoot to see if I can save any? It's all brand new growth that got hit. Thanks for your suggestions. (With 180 roses, I've got a lot of trimming ahead!).
