Look up lasagne gardening. The manure should be dug in. Manure is for fertilizing. Manure needs time to age. When it is fresh it can burn plants. Since we are nearing the end of the growing season, I assume you are preparing your soil for next year's planting. Mulching is something like laying a blanket of organic material over the earth. It helps to prevent weeds, helps to retain moisture in the soil, and eventually breaks down into new soil.

the term mulch means anything you cover the ground for reasons of cooling the soil, warming the soil, water retention, etc.
You can use lots of things, most people in here use compost and/or wood chip mulch.

You could use the leaves as a mulch they won't look too bad.
I have used leaves as the bottom layer of mulch to help kill the underlying grass, i covered the leaves up with wood chip mulch.
This year i used a lot of compost to mulch with, it was made from leaves and looks great.
Seems you have the materials to start a nice compost pile, access to leaves and manure, you should look into that too.

I am a little confuse.... west; when you said you used compost as mulch, does it mean you can use unfinised compost and are still quite look like original things that we put in?

Many people do use compost, finished or unfinished, as a mulch, but anything that you put on your soil would be a mulch. Anything that you mix into your soil is a soil amendment. Manure should always be composted before being applied to the garden. The leaves would be an excellent mulch.

When I mulch with unfinished compost, it has mostly broken down, it is black, and it has only a few identifiable parts. Those parts, like twigs, pine cones or thick leaves, take much longer than other material to decompose. It is mostly compost, but the last stage to finish it so that it is all fine particles would take several months, so I use it while it is still a bit chunky.

I don't use it if it still has things in that might attract animals or smell bad.

When I empty a compost bin that hasn't been turned at all, the bottom layers are usually nice finished compost, the top layers are often more like leaves with a little compost mixed in. Therefore, I can use the nice finished stuff however I like, the less finished stuff, I usually just use as mulch on top of the soil.

So what I did 3 weeks ago by applying my compost (It was black but still had big chunks of leaves and twigs) on the surface where I planted vegetables is considered mulch. The weather here is at app 32+- at noon and I noticed the surface that was covered by "mulch" is sort of quite dry; however, the bottom is still wet. But the plant looks like a bit wilting so I spray a lot of water in the evening.

I also mixed this compost to the potted plant for tomato and pepper. One of my tomato broke and when I checked, it had too much water as I worried it will wilt; so I watered twice a day. Any tips?

Instead of spraying water in the evening, could you water in the morning? That way the plants will have the water before they need it rather than being wet over night when it could cause fungus problems.

Over watering (water logging) can cause plants to get wilty too. If you find that a plant is all wilted yet has plenty of water then the plant might be having root rot problems from lack of air in the root zone. Container plants can be difficult since they do tend to dry out faster and the containers can get hot too.

I live in Florida so 32+ days are rather normal here this time of year. I like drip irrigation on a timer since it can keep the roots moist in container plants without my having to be around to water several times a day. Just make sure the container can drain if you water too much.
