I believe they are called a "scuffle", "stirrup-hoe", "hulahoe" or "action-hoe"
I have one, made in Germany, that has interchangeable handles, long and short, for standing or kneeling.
The tool line was purchased by an American company and promptly discontinued!

Thanks so much! This is exactly the tool I remember. A co-worker who raved about it brought it to work years ago to show me when I was a new gardener, but then I was too poor to buy any but the most basic tools. I used to see it advertised on TV.

I followed the links and saw several variations by different manufacturers: a straight-bladed one and one with a scalloped blade by Wolf-Garten. I wonder which design is better... I would think the straight because you could sharpen it easier.

Could you tell me, which handle do you find yourself using most often? The long or the short?

I always found it easier to use the long handle, but I suffer from long endured knee problems and do much more bending, than kneeling!
With the regular additions of compost and mulch in the garden, weeds have become a minor problem for me.
Berry seed from birds and acorns and pecans, buried by squirrels, are primarily the only ones I have.

I got my scuffle hoe from Home Depot. I was quite surprised to see one there, but snatched it up. I do like it, just great around the tomatoes. I got mine a couple years ago, but am sure I saw them there this spring.

Husband made me a circle hoe, for hand hoeing while sitting on the bed edges. Doesn't move like the scuffle hoe, but works well! Slides under the dirt exactly where I want it. Has a narrower width, for tighter plantings in flower beds of annuals.

From your description, I believe the tool you want is the Garden Bandit. I found it at an old garden shop by a farmer's house. The woman told me it was a "must have". It is my best weeder, by far. I found it on several sites. Here are two links:
