Tree roots overtaking my back yard

I had a neighbor's locust tree removed earlier this year because it was very invasive and the root system was overtaking my back yard where i'd like to put in a lawn. After the tree was removed I poisoned the stump with crossbow per the arborist who removed the tree. Now that spring/summer has arrived I am still getting suckers coming up from the roots that run through my yard. I have dug up by hand quite a few of the roots, many being about 2 inches in diameter that run 20-30 feet from the stump. How can I get rid of these roots for good? Can I go a brute force route and rent some type of machinery that will make the job easier? Most of the roots are around 6-8 inches below the surface. Thanks for any input!
