Craftsman tractor starter has a mind of its own

Please help! I have a Craftsman 16.0HP Electric Start Lawn Mower (Model No. 917.271080) and it regularly has issues starting.

When I turn the key to try and start it the starter turns the engine and sometimes it starts just fine... Other times the engine won't start so I TURN THE KEY BACK TO THE OFF POSITION AND THE STARTER CONTINUES TO CRANK THE ENGINE! It continues to crank until the battery dies, or until I unhook the leads to the battery.

I have tried replacing the starter switch with no luck. Also, when this happens the (#26) fuse will blow. Even with the fuse blown/removed the starter will continue to crank the engine.

The starter seems to be working fine and I'm worried its going to die from all this over-cranking. My guess is an electrical/wiring problem but I'm not sure where to start with this.
