Please Identify

I got some penstemon from an old neighbor and recently noticed that there is something growing in the mist of it. Could some one identify it for me? It might just be new leaves but they look so different from the penstemon. It kind of looks like daisy leaves...

Do you mean the lighter green leaves? It all looks like penstemon to me.

It is quite similar to cottony cushion scale, going by the photos that I found online, but it doesn't seem to be exactly the same. Obviously it is a scale of some sort that is a close relative. Thanks.

Its in Japan. The photo was taken in Nov, so it should be evergreen tree. I guess it is a hardwood tree. Thanks in advance.

Yes the lighter green is what I am questioning. They are bigger than the penstemon leaves and completely different in color, texture and shape. They are rounder than the penstemon leaves.
