mulch or compost?

Hi everyone,

I'm new to this, so please bare with my question (it may be a stupid question). My local township has a huge yard with "mulch". This stuff is free for the taking. It is described as this on their web page:

Product: Mulch

Feedstocks: Leaves, grass, brush

If the feedstock is leaves, grass, and brush, wouldn't that make it compost? I stopped by the place today, and they had huge mounds of this stuff. It was very dry, but very dark. The color I would assume looks like humus. What would you consider this to be with the description I have given? Also, have you found that townships confuse the words compost and mulch? Thanks in advance.
