why is my engine surging?

i have found a way around the problem but i prefer to fix the problem.

my 12.5 hp 38 " deck mtd tractor (7.5 years old bought new) is iding up and down (surging). so if it should idle at say 3000 rpm it goes from 2700 to 3300 in a 3 second time span and continues to do this, up then down then up..... but when i engage the deck the idle smoothes out and stops fluctuating. why?

the fix is to start the mower and do not engage the deck until it runs about 1 1/2 to 2 minutes in park. then engage the deck and run it for 1 minute in park. failure to follow this causes the engine to stall. as long as the deck is engaged the idle is fine but even after mowing for an hour when i disengage the deck the erratic idle (surging) returns.

i change the plug, air & gas filter each fall, oil in fall and then next year mid season.

when i used stable in the gas i did not have this problem but my gas sits in a 5 gallon can for 4 weeks so it's fresh besides this happens right after buying the gas.

alcohol to remove water from carb? what type if yes?
