Wiring problem

I have a B&S twin cylinder engine, that has problems.

It cranks readily. But it just wont start even with ether/starting fluid. Nothing. Pumps fuel to carb. starter works well. Plugs clean.

I tried everything. Somebody suggested a bad safety switch. Which one? And, where are they? I found one, but can't by-pass it

Someone suggesting cutting the yellow wire in ignition harness, under the hood. This problem started when i installed a new battery 8 years ago. I tried then to make it run. Nada! So, i put new battery in another machine, and parked this orange rat until last week. It used to start with jumper cables, but not now. And, yes---i did have it coverred up with tarps. I checked for mouse chewing, but none of that is seen.

I haven't cut the yellow wire, but maybe tomorrow it will be done. Any suggestions, other than a big bon-fire?
