Can I Move My Baptisia?

This plant is around 4 years old and bloomed (FINALLY!) for the first time last year, but not a lot. This year the blooms were even less, so I'm pretty sure it's no longer getting enough sun (nearby trees have grown a lot taller). Otherwise, the plant is healthy. When it dies back this fall, do you think I can safely move it? I've read that baptisia has a very long tap root, making it difficult/impossible to move without killing it. This plant is 3' fall by 2' wide. Also, is it delicate in its sun needs (i.e., morning sun/afternoon shade) or can it take the brunt of full, blazing hot afternoon sun? If I go to the trouble of digging it up and moving it, I sure want to be certain it's going to a "better place" (better place not meaning plant heaven in this case - haha). Thanks, guys!
