How would eliminate a lot of goutweed and ditch lilies?

The previous owners had a large area of ditch lilies and goutweed (snow on the mountain) right off our deck. For various reason I'd really like to get rid of most or all of these plants and plant something else instead.

I'm wondering what is the best way to get rid of this stuff. It's too large of an area to dig it all out and I don't want to use chemicals in this area.

I've read about using plastic over plants to kill them off but I'm not sure exactly how to do or if it would actually work in this spot/situation. It's a pretty shady spot. Does the plastic trick only work in the sun? How long does it take to kill off the plants?

Or is there a better way to accomplish this?
