Line planter bed with rocks?

I'm in the SoCal coastal hills, with it's typical poor soil -- sand, clay, rocks (lots of rocks) and virtually no organic material. I've dug up a planter bed to a depth of 18" inches, running the dirt through a 1/2" screen, and ended up with about 40% rocks, from 3/4" to grapefruit size -- and that's with the dirt fluffy from sifting. Compacted, the dirt to rock volume is probably 50/50.

Now I've got over 1/2 a yard of rock to dispose of, and a big drop in my bed level (even after adding a bunch of manure/compost). This bed is under a row of windows, and I don't expect to plant anything larger than gallon pots there. Is there any harm in putting a couple inches of rock back in the bottom of the bed (it's currently 18"+ below final grade) to help bring the level up?
