Got a tough slope? I do!

I've got a slope where a lot of 'stuff' gets tossed (small rocks from the lawn, composty-type stuff, other garden OM)...we're simply trying to fill in the area after we built our house and the area had to be raised about 4' to accommodate the house and leach field...ergo, now we have this slope-thing going on off to one side. So we toss & toss...

Anyway, I've put some old fashioned daylilies over there, and every time I have a winter sown container that doesn't seem to be sprouting, I toss the contents over there hoping that maybe they'll just take hold...I put in a patch of agastache and it lives, but doesn't necessarily 'thrive.'

Does milkweed live in these horrid conditions? I always love to plant for them. Seems to me years ago when we didn't hay the fields but once a year (late), the field had many MWs, Ruds and QA Lace...is there anything else I can toss in the mix?
