Sawfly larva

I recently found out that the little worms that completely defoliate my huge mock orange every year are sawfly larva.

The mock orange is planted in a hedge with about 20 rose bushes that go untouched.

What should I do this or next year, to stop these critters in the least harmful of ways while still being effective?

The mock orange is right now slowly recovering. I don't see any other plant in the yard being effected by them.

Sine I found out what they are, I have read that total defoliation each year will put the plant in such decline that eventually it will not recover.
