Japanese beetles: too late to kill them off?

I am relatively new to gardening and inherited a very large garden with my house which I just purchased. I am guessing there were preventative measures I should have taken earlier to guard against Japanese beetles, but unfortunately I didn't do my research in time and now I've got an infestation.

The Japanese beetles have apparently been eating voraciously for a while (a few weeks at least) and sadly I didn't notice until now, since everything is dying. I have many, many plants in the garden and they are eating most of them. Dead plants, skeleton leaves, etc. I've seen the most beetles on the grapes, Roses of Sharon, hydrangea (which is already dead) and my 12 or 13 types of roses. Is it too late to try and kill them off, now that they're already all over the place? What do you suggest I use for an already significant infestation? No preference as to organic or non-organic solutions.
