tender & borderline perennials - when to sow?

Hello, I am new here. This is my second year to wintersow and I would like to try some perennials this year (Last time did only annuals).

Could you advise me, when is the right time to sow lavender (lavandula stoechas), verbena bonariensis and agastache Rose Mint in zone 5/6? Mid-, late February or beg of March?

What about allium hollandicum? Has anyone ws-d it? I believe, this could be sown even now...
