Wooly Aphids on male cottonwood--advice needed

We bought a house in the fall and have discovered that our 70 foot cottonwood has a tiny white, fluffy insect sucking the juices out of the foilage. I'm pretty sure they are wooly aphids. The tree is dropping its leaves--they have many holes and have black mildew on them; they look burned. The tree also seems to be shedding some bark.

I know cottonwoods are considered "junk" trees, but I like this tree and would love to help it get healthy.

My question is this: how effective are products like Bayer tree and shrub insect control (active ingredient: Imidacloprid)? The trunk is 145 inches around, which means 145 fluid ounces of this stuff--a semi-significant yearly investment (about $75) for a tree that I'm just not sure will be able to be saved.

Anyone have any experience with wooly aphids, or have any advice? Many thanks in advance.
