18 hp briggs surging

My 80 yr old neighbor has a briggs 18 hp Twin II Model 422702 lawn tractor. He recently took the fuel pump off for no good reason and lost the 2 springs. I bought the springs and the "flapper" gasket and it ran fine for a month. It began to spit/sputter and surge recently. I tried to adjust the one mixture screw below the fuel pump with little success. Noticed it was running rich and after restarting it ran real bad. Plugs were wet even with mixture screw almost seated. Disassembled carb, replace float needle and float moves freely. Seems to run OK until it warms up. No longer wets plugs but still has massive surging. Installed new plugs/air and fuel filter with no success. Both cylinders have good looking spark when removed and held against manifold. Gas flow into top of carb looks like it is spitting instead of a steady. Some folks say coil some say fuel pump. Can't afford to keep buying parts. Runs bad with or without gas cap. Please help!
