Why have some nurseries stopped shipping roses?

Although I've had all winter to figure out what I want and to place an order, I'm just now getting to it. Since it started snowing again in Lake Tahoe and all the locals wait to plant until June 15, I wasn't worried. How surprised I was to find out a number of "own root" rose nurseries have stopped shipping until October! Does anyone know why?

If I want to avoid a spring freeze and not plant until June 15, what would I have done with a delivery in April or May from one of these nurseries? Although fall is great for planting, I'm not sure waiting till October to plant an "own root" rose is the right answer either. I'd feel more comfortable with a September planting. Looking for some wisdom.
