Best time to move perrenials?

I have a raised perennial garden built over the sight of an old soft maple tree. Fast forward 8 years - I now have big cavities about a foot and a half under ground where the roots have decomposed. I need to take out the plants and top soil that I've been adding homemade compost to for 8 years; fill in the hollow spots; add more soil; and return the top soil and replant the perennials. What is the best time of year to do this? Keep in mind I'm a farmer and will be busy planting/harvesting mid-April to mid-May and mid-September to the end of October in zone 5.
