Why Bloomed Black Eye Susan plants grow so slow this year?

I have both new and old black eyed Susan. I noticed that those which already bloomed last summer grow so slow this year, and some of them are not even coming up yet. The new ones from seeds are growing vigorously. Why is so?

thanks
