Angelica Gigas, biennial confusion

Not sure if this belongs here or in "annuals". Sorry if
I'm off topic.
I had three A.G. that flowered and set seed two years ago.
Last year I looked for seedlings and found none.
This year there are thirty at least, I'm thrilled, but
confused:
Did they not germinate until this spring and these are then the
first-year plants that will flower next year?
Or did I somehow miss them last year (not likely unless
they're very different and inconspicuous) and these
are the maturing second-year plants? Some are almost 2 feet tall.
Anyone have experience with these?
I love these plants and will try to find second-year plants again
so I can fill in the gap if these are first-year plants.
