Is Jung's trying to pull a fast one?

I ordered an own-root 'Evelyn' from Jung's this spring. Here's what arrived:

This looks like a grafted rose. After I e-mailed them about this, asking for an own-root, this is what they said:

"Per our purchasing department and Horticulturist, these roses are all own root. The rose looks grafted because it was radically pruned so the rose would have the proper number of canes."

I've been growing roses for many years. This looks like a graft to me. It had a tag from Star Roses on it. Still, I defer to the collective wisdom of this forum. Before I reply with this picture, please tell me if you think this is a graft or a "radically pruned" own-root.
