Snapper RER likes old clutch disk

I have an old 30" Hivac Snapper (white handlebars).

It's a Katrina survivor, so every day it works is a gift :)

Question: The old smooth-start clutch disk has chunks missing from its tire - only a thin layer of rubber remains, yet it's pulling fine. I found a new wheel locally for less than ten dollars, so I replaced the old one, feeling pretty good about making the old timer better. The surprise is that the new wheel slips! After only a few hours, the center opening in the new wheel has actually been pounded out to larger diameter. I compared to the old wheel, which does have about a quarter-inch play, but seems to have no problem.

Any ideas why the nice new rubber clutch tire is not as effective as the almost-gone old one?
