What will grow in nearly pure sand & gravel?

Challenging roadside spot. While digging in there today, and moving a few of the Yews that are currently in the space to new locations, I realized this is going to be a chore...Each new hole that I dug for relocating the shrubs was nearly all sand & gravel with MANY small rocks. (It's a new section of roadway, and this is an 'Adopt-a-Spot.')

So now that I know what ISN'T there for soil (there's many a literal shovelful of loam mixed into this stuff), we'll probably amend with Lasagna, but it may be a season before it's broken down enough to do any good in there. (I know people have planted right directly INTO lasagna, but what about nitrogen? I'm not HUGELY concerned about it, but concerned enough not to want to waste good (donated) plants on burning them with nitro.

Oh, and I need a tractor with a digger-arm...anyone got one I can use?

Thoughts on plants that will tolerate CRAPPY sandy conditions?
