Question about Arbequina olive tree

I planted an Arbequina olive tree last April. The temperatures got into the teens a few times this past winter, but that didn't seem to faze the tree much. The leaves got a little yellow for a time, but now it looks just fine. I have a couple of questions:

1) Even though I've had the tree for about a year, it doesn't seem to have grown in height. Last year when I planted it, it was about 4 1/2 feet tall, and that doesn't seem to have changed. Is that any cause for concern?

2) I have kept the tree tied to the original "support" that came with it the whole year. Should I let it stay like that, or does it really matter?
