Eradicating overgrown hedge row

Wife and I are buying a foreclosure house. A side bar is after finding and getting an offer accepted, we found a previous owner was now living in the retirement home where my wife works. She had the yard professionally landscaped over 15 years ago, but for the last ten, another owner lived in the property. Those folks did not even mow the grass well, nor did they rake leaves.

The 80 foot long hedge row she had planted and kept manicured is now over 10 feet tall and completely wild. I have to install a fence along that line and must remove the hedge plants. I will cut them off at ground level or below(when possible)---some of the trunks are now 6-8 inches in diameter.

Would Roundup painted on each cutoff prevent suckers and reshoots?
