What is composted cow manure?

We're planting 2 4x4' plots this year. I don't think that there has been a garden there in the past. One of the plots has nice dark dirt that looks like stuff will grow good. It gets better sun so thats where my tomatoes are going to go. The other bed is just regular kind of rocky/sandy dirt. I don't have any compost thats even close to ready so I bought a couple bags of composted cow manure at the hardware store and dug that in. 2 40# bags seems to be a good ratio for 16 sqft to start with anyway...

It looks like good stuff but smells nothing like cow manure. At any rate I've planted pole beans and spinich in it so far.

I also used a (gasp!) 10-10-10 general fertilizer.

When I was a kid I didn't know anything about gardening and stuff seemed to grow. It seems like alot of people on the boards have alot of problems.... Did we just get lucky?
