Foot brake problem with JD 170

Have a JD 170. Today, I backed tractor out of my shed down a small ramp and in the process noticed that the foot brake was way down and was not slowing down the backward movement. I have not noticed this problem before today. I tried to tighten 1/2" hex nut on brake but this did not seem to improve braking action. I was able to engage parking brake with tractor on an incline (ramp). Is there a wearable part associated with the brake on this tractor that accounts for this problem? I want to have confidence in the brake on this tractor so that if I need to stop/slow down it will do so. Please advise.
